„Puudega maad” - üks lõputu saaga

Image
Antud juhul tähendab see järjekordse toetuste tagasinõude ohtu. Võiks süüdistada konkreetseid...

CAP as usual – killing HNV agriculture.

A beef farmer whom I know well informed me recently that he is facing penalties for claiming support on “ineligible” land. It is like deja-vu from 2006 that has also all too often repeated itself. The farmer in question is taking care of large coastal pastures – semi-natural habitats of high nature value. On his pastures some small patches have little juniper bushes. Let me be clear: it is not about GAEC or sufficient management. It is about “eligibility”: these small patches, integral part of his pastures that are not easy to distinguish from the remaining “eligible” meadow-land, are threatening him with severe penalty due to non compliance with “eligibility criteria”. Looking at the official responsible for the on the spot check going with GPS around the small patches with tiny juniper bushes would have been hilarious if it would not be disgusting. The very real threat of withdrawal of “undue payments” is handicapping the High Nature Value farming – here and now, and in ma...

A piece of somewhat better news

European Parliament held a vote on pesticides in Ecological Focus Areas (EFA) in the middle of June. According to the current regulation Nitrogen fixing crops can be counted as EFAs, even without any specific controls on pesticides, making them pointless from the environmental point of view. The Commission thus decided to rectify this situation with a delegated act banning use of pesticides in all EFAs – something that should be seen as completely natural. The Parliament’s COMAGRI decided however to block this move, as also was written in the previous post on this blog. In order to veto the Commission’s delegated act the Parliament would need an absolute majority. All the major European environmental NGOs did their best to avoid this nasty thing happening. People wrote, phoned, tweeted and used all possible means to reach out to the MEPs. I did my bit as well of course. The vote was close. Actually there was a simple majority for continued use of pesticides in EFAs but in ...

Eks ands...

“Ecologically focused” pesticides?

Image
As noted in some earlier posts – the bigger the CAP direct payments the more money is spent on pesticides (Lotman ja Kasak. Euroopa Liidu ühine põllumajanduspoliitika – kas ka päriselt roheline? Akadeemia nr. 3 – 2017, figure 9). Some would say: so what? The “modern” pesticides are presented by the industry as totally harmless to non-target organisms and necessary to avoid hunger. I must admit that my life experience does not include meeting lots of hungry organic farmers or indeed any data about food shortages caused by increase of the organic production – but let us rather look at the stated harmlessness of today’s pesticides. The approval process is dominated by industry’s own studies and it is not rare that a substance approved for use is later discovered to be a mutagen or a carcinogen. Take the most used herbicide world-wide: glyphosate residues of which are nowadays in food, beer or human blood. This seems unbelievable: a substance killing everything green should...

„Ökoloogilise kasutuseesmärgiga” pestitsiidid?

Image

Conference in Estonia: "CAP 2020. Towards sustainable agriculture"

Image
We are pleased to invite you to attend the conference "CAP 2020. Towards sustainable agriculture" - an international event dedicated to the future of EU's Common Agricultural Policy (CAP). What? The conference is focused on the EU's Common Agricultural Policy (CAP) and its reform. Is CAP sustainable? What do we expect from CAP after 2020? How can the next CAP support a living land? What kind of CAP would keep family farms alive? What kind of CAP would ensure the development of organicproduction? Farmers, farmers organisations, NGOs and public sector representatives from all over the Europe will share their views and hopes on today and for future common agricultural policy. The aim is to have open discussions on CAP reform and to reach more balanced and environmentally sustainable agriculture. The event has two parts: On the 1st of September 2017 there is a conference in Tallinn. On the 2nd of September 2017 there is a seminar and farm visits in different parts...
